The Path to Digital Government Transformation
Prakash outlines a roadmap for digital transformation centered on building robust Digital Public Infrastructure (DPI) to support sectoral applications and citizen-centric services. Prakash emphasises that successful transformation requires three foundational pillars: identity, payment systems, and digital certificates stored in secure “lockers” to facilitate seamless service delivery via consent. Aadhaar serves as a primary example of a unique identity system using demographic and biometric data (fingerprints and retina scans) to enable billions of transactions. GSTN (Goods and Services Tax Network) transformed India’s taxation by creating a unified market, eliminating complex state-level taxes, and increasing revenue buoyancy through integrated customs and tax filing. Drone Didi is highlighted as an initiative where technology creates jobs, such as village-based drone operators, rather than simply replacing them. Prakash discusses the necessity of overcoming bureaucratic resistance and technical inefficiencies through strategic planning and feedback loops.
