Deane Jayamanne

Deane Jayamanne is a Director and Fellow of the Advocata Institute, where he leads the organisation’s communications and digital strategy, organisational strategy, and efforts to advance Advocata’s influence and leadership in the public policy space, while overseeing the development of its products and platforms.

He contributes to shaping Advocata’s strategic plans and fundraising strategies, oversees the design and delivery of digital knowledge tools and online platforms, and works closely with the Institute’s research and communications teams to translate public policy research into accessible, engaging, and impactful content.

Alongside his work at Advocata, Deane is a Director at ODDLY Global and has extensive experience in digital product strategy, user-experience design, technology consulting and digital transformation. His professional work has included national and enterprise-level projects for the Information and Communication Technology Agency of Sri Lanka, Lanka IOC, Indian Oil and Altair. Earlier in his career, he held technical and design leadership roles at Seedfarm and Pyxle, developing digital platforms, consumer-facing websites and internal systems for clients in Sri Lanka and North America. His LinkedIn profile also highlights his experience leading the design of corporate websites for several of Sri Lanka’s leading listed companies.

Deane holds a Bachelor of Science in Computer Science from Staffordshire University in the United Kingdom and has pursued MIT’s MicroMasters programme in Data, Economics and Development Policy. With expertise spanning technology, design, strategy and public-policy communication, he contributes to strengthening how Advocata develops, presents and disseminates its research and policy ideas.
