Public Discussion : MCC Grant, Separating Facts from Fiction

Held on 17 September 2019 amid one of the most heated and misinformation-laden policy debates in recent Sri Lankan memory, this public discussion tackled the Millennium Challenge Corporation (MCC) Compact head-on, at a time when the proposed US$480 million grant had become the subject of intense public suspicion — with claims circulating that it would compromise Sri Lankan sovereignty, enable land grabs, or serve as a vehicle for foreign military interests. Rather than taking either side of the political fight, Advocata’s aim was explicitly to separate the actual, verifiable terms of the compact from the rumours and conspiracy theories dominating public and social media discourse — walking through what the MCC Compact actually proposed to fund (largely transport and land administration projects), what conditions and safeguards it contained, and which of the more alarming claims circulating publicly held up against the compact’s actual text. The main highlight was this fact-checking function itself: at a moment when public discourse on the MCC grant had become dominated by unverified claims on both sides, Advocata offered one of the more sober, text-grounded public accountings of what the agreement did and did not commit Sri Lanka to — directly relevant to Advocata’s own long-running interest in land administration reform, an area where the MCC-funded projects would have had direct application.
