Online forum on COVID-19 with Export Industry Leaders by Advocata Institute
Held in mid-April 2020, just weeks into Sri Lanka’s first pandemic lockdown, this online forum brought together leaders from the country’s export-oriented industries — sectors like apparel and other manufacturing that depend heavily on global supply chains and international buyer relationships — to discuss the immediate disruption COVID-19 was causing. With international logistics disrupted, buyer orders being cancelled or deferred across the global garment and manufacturing trade, and factories forced to operate under strict health protocols or shut entirely, the forum focused on the practical survival questions facing exporters: how to manage cash flow and payroll obligations to workers when orders had stopped, how to renegotiate or preserve relationships with international buyers through the disruption, and what government relief — debt moratoriums, wage support, or trade facilitation — exporters most urgently needed to avoid permanent job losses in an industry that is one of Sri Lanka’s largest sources of foreign exchange and formal employment. As with Advocata’s parallel COVID-era forums on tourism and banking, the discussion combined real-time crisis response with an eye toward what structural vulnerabilities the pandemic was exposing in Sri Lanka’s export sector.
