Held on 9 February 2021, at the height of public controversy over foreign involvement in Sri Lanka’s port infrastructure — including the fraught debate over the Colombo Port’s East Container Terminal — this discussion asked the question directly in its title: is opening up port development to foreign or private investment a “sale” of national assets, or a legitimate investment strategy the country cannot afford to forgo? The panel brought together Dr. Nalaka Godahewa and Rohan Masakorala, CEO of the Colombo Shipping Academy, with the discussion moderated by Sathya Karunarathne, giving the debate both a policy and an industry-insider maritime perspective. The central highlight was the panel’s effort to reframe a politically charged, sovereignty-inflected debate in more concrete economic terms: what specific capital, technology, and market access foreign port partners actually bring, how comparable countries in the region structure port investment deals to protect strategic interests while still attracting capital, and what the real fiscal and opportunity cost is of insisting on wholly state-controlled port development at a time when Sri Lanka had little capacity to fund major infrastructure expansion on its own.
