Manager – Human Resources and Administration

Naomi De Silva

As the Manager – Human Resources and Administration at Advocata Institute, Naomi De Silva is responsible for overseeing human resource and administrative functions, including recruitment, employee engagement, performance management, training and development, policy implementation, supporting operational activities, office administration, and organizational events.

She holds a Master of Business Studies (MBS) from the University of Colombo and a Postgraduate Diploma in Labour Law and Human Resource Management from the University of Colombo. She also holds an Associate Degree in Arts and Diplomas in General Psychology and Child Psychology from the American College of Higher Education.

With over 15 years of professional experience in both local and overseas organizations, Naomi has developed expertise in human resource management, administration, employee engagement, organizational development, quality assurance, and operational improvement. Prior to joining Advocata Institute, she held HR and administrative managerial roles at M Power Capital Ltd and  HealthRecon Connect Pvt Ltd, and executive role at Asiri Group of Hospitals in Sri Lanka, as well as serving as a Practice Manager at Alpha Medical Clinic in Melbourne, Australia.

Throughout her career, she has played a key role in driving HR and organisational transformation, developing and implementing policies, strengthening employee engagement, enhancing operational quality, supporting accreditation processes, and contributing to business  development initiatives.

With a strong commitment to excellence and people development, Naomi continues to contribute to Advocata Institute’s mission of fostering sound public policy and sustainable economic growth.
